Fowler played a full game and swiped at Chloe Kelly’s teasing cross in the second half.
The Aussie netted from the spot in the 89th minute after Yui Hasegawa was brought down but City rarely threatened in a disappointing display.
Alanna Kennedy started but was replaced at half-time by attacker Lily Taylor with City 2-0 down and they appeared sharper as a result.

Raso started and played a rare full shift for Spurs and was busy throughout, almost scoring in the ninth minute when she just couldn’t reach Ashleigh Neville’s cross.
Just after half-time, Raso advanced down the left and tried to send Drew Spence in on goal, but the Brighton keeper swooped.
After Spurs went 1-0 up, Raso almost set up a second goal, darting down the left flank and centering for Jessica Naz whose effort went wide.
Clare Hunt put in a full shift in defence for Tottenham, while Charlotte Grant went unused. Raso was given a best afield 7.6/10 rating on BBC Sport.
On her season to date Hunt said post-game: “It’s been a bit of a whirlwind. It’s crazy to think it’s already been half a season. It’s a step in the right direction.
“Some aspects of the season (have been) tough. But also nights like tonight where you have a bit of success and the defensive power has been decent.”
